All upstream and mid-stream projects of the petrochemical industry that intend to produce chemical or petrochemical products using natural gas, ethane and propane feedstocks or other hydrocarbon feedstocks of oil, gas and petrochemical industries, as well as projects that use government resources in any way, or need the approval of the government (Ministry of Petroleum) to tap special resources and facilities, shall consider obtaining a substantive permit and approval to implement the project.
The first step is to send an investment request letter to the capital management department of the National Petrochemical Company and introduce the requested plan and refer to the address https://investapply.nipc.ir/account/login and upload the requested information and documents in the portal.

If all the documents are not ready, in order to expedite the issuance process, the applicants should upload the part of the documents that are ready and the rest of the documents should be prepared and uploaded in coordination with the investment management experts during the licensing process.
If all the requested documents are prepared and submitted on time, the review of the documents submitted to the National Petrochemical Company is expected to take about 30 working days. It should be noted that the issuance of substantive agreement requires the receipt of responses to inquiries from other organizations and bodies. Obviously, the total time for issuing a substantive agreement is a function of the response time of other bodies.
At each stage of the project review, the results of the actions taken and the results of the reviews including the letter number and date and the results of the reviews are recorded by investment management experts in the investment system and sent to the applicant via SMS and email.
The applicant is obliged to take the necessary measures within the specified time period (validity period of the substantive agreement) in accordance with the obligations set forth in the agreement. Also, after issuance of the substantive agreement, it is necessary for the applicant to upload the substantive agreement of their project in the licenses section of the investment system of the National Petrochemical Company in order to be included in the list of licensed projects.
After sending and uploading, the information and documents of the project cannot be edited by the applicant, due to the need to review the documents and information by investment management experts. If there is a need to make any changes/corrections to the uploaded information and documents, this possibility is provided by contacting the project expert in the investment management and requesting re-access for change/correction by the applicant.
The user code can be retrieved by system experts (project expert in investment management) and password by the applicant.
Each applicant can enter the information of several projects with each profile, provided that the previous information has been sent and approved.
The uploaded information and documents will be reviewed by investment management experts and if not approved, a message regarding the information and documents that need to be corrected will be sent to the mobile number and email registered by the applicant.
The applicant does not need to send a paper copy of any of the information uploaded to the investment system. Just to ensure the registration and receipt of documents submitted to the capital management department, it is sufficient to announce completion and submission of the documents to the investment management in writing.

The prices of petrochemicals are published on Sundays every week through the website of the Petrochemical Downstream Industries Development Bureau in the weekly price announcement section.
The weekly base price of petrochemical products is determined based on the formula of 95% of the world price multiplied by the exchange rate of hard currencies in Nima System.
All domestic sales of petrochemical products can be done through the mercantile exchange and in accordance with the Behinyab quota system.

Self-declaration (domestic manufacturers, consultants, contractors, technical inspectors) is by completing the online registration form available on the site and uploading the documents. In the opened form, click on the registration option and after completing the form and creating the username and password, and receiving a confirmation email, proceed to complete the form. Foreign manufacturer self-declaration is by completing the online registration form available on the site and sending the related documents. Examination of applications by the technical committee and announcement of possible defects in the documents and announcement of the results of the assessments in the system of visiting the production line of domestic manufacturers, presence of foreign manufacturers in the technical committee meeting to introduce their products, (as coordinated with their exclusive representative in Iran), checking and visiting the office of contractors, consultants and technical inspection companies, announcing the result of assessing the relevant approved list with regard to the field of activity (lists are updated annually).
No. If a supplier is the exclusive representative of a foreign manufacturer, they may send the request of the said manufacturer for review through the registration link (as elaborated in the answer to question 3).

This company does not have a procurement and purchasing department, but it enjoys a resource review unit that is in charge of evaluating manufacturers, consultants and contractors, etc., and has prepared a list of approved ones and have made it available to all petrochemical companies for use in projects.
Currently, the validity period of evaluations is unlimited.
Yes. The registered company must be a consulting engineering and contracting company in the fields related to petrochemical projects and must have a rating from the Planning and Budget Organization and the Ministry of Industry and have significant experience in the fields in demand.
Yes. Regarding foreign companies, considering the need for after-sales services, having an exclusive representative in Iran is one of the significant evaluation criteria, such companies, if they have an exclusive representative in Iran, must provide valid and official documents in this regard.
The duration of technical inspections and evaluations, depending on the number of applicants, varies considering the order of sending the request and the importance of the equipment under construction, and considering time limits and the evaluation capacity of the relevant specialized committees, action will be taken. Applicant companies must have sufficient records and experience (at least 3 cases) in Iran and related to the activity mentioned in the application. In the case of Iranian manufacturing companies and in order to support capable domestic manufacturers, the number of cases can be reduced if the relevant specialized group visits and approves their ability to perform the activity.
After completing the delivery and transformation documents and PSSR report of the project or communication lines and their approval by the relevant authorities (project management and HSE management of the National Petrochemical Company), the Bureau for Coordination and Supervision of Project Implementation will issue a start-up license.

For this purpose, two methods are currently envisaged: a- If the recipient of the inquirer is sure that they only need a permit within the West Ethylene Pipeline setbacks (such as crossing the line or acquiring land and areas or construction of any buildings, etc.), they will need to directly correspond with the Production Engineering Affairs Department and, besides submitting their complete request, they shall provide the maps and geographical coordinates on the UTM scale as well as their contact number to be contacted with. All petrochemical complexes are required to register their production balance and feedstock data in the production system, which is done through production control management, and to do so, if a project is commissioned, the production management sends a letter to that complex and explains steps for doing so.

The methodology used in the National Petrochemical Company to calculate the price of feed and products for economic calculations of the project is based on a combination of real prices (last 3 years) and future price forecasts (next 5 years) of the Persian Gulf FOB. National Petrochemical Company as a development organization has devised the "Petrochemical Industry Development Roadmap to 2027" in order to perform policy and macro planning tasks to achieve the goal of sustainable development of the industry and also to achieve the goals of upstream vision statements. In this roadmap, active plans in the form of two leaps and strategic plans are elaborated on. The Second Petrochemical Leap It started in 2013 and includes 45 projects. So far, 34 projects of the second leap projects have been put into operation and the remaining 11 projects will come on stream by the end of the calendar year of 1400 to March 20 2022 bringing the country’s petrochemical production capacity to 100 million tons, 80% higher than 2013 output. The Third Petrochemical Leap It includes 35 petrochemical projects. By implementation of these projects by 2025, Iran’s petrochemical production capacity will cross 130 million tons per year. Strategic Plans These projects include three groups of combined feedstock supply plans, propylene production plans and projects that pave the ground for further projects and are called propulsion plans. Combined Feedstock Plans: These projects increase the feasibility of the project with the aim of diversifying and creating balance in the production of products, especially aromatics, and the simultaneous allocation of ethane and liquid feedstock, while improving the economy of the project. With the implementation of these projects by 2027, the shortage of aromatic products needed by domestic industries will be eliminated. Propylene Production Plans: With the aim of developing the propylene chain and providing the required feedstock for downstream industrial projects, natural gas (GTP) and methanol (MTP) to propylene projects have been defined, which will more than quadruple the country's propylene production capacity by 2027.
The propulsion plans of the petrochemical industry have been defined in five chains of propylene, methanol, ethylene, benzene and urea. Once operational, these projects will feed downstream industries, and significantly boost the sales value of the produced items. The required feedstock of the above five chains is supplied from different routes: 1. The feed required for propylene chain: the propylene produced by strategic plans for production of propylene (PDH/MTP), which has been planned based on the use of methanol, propane and in some cases natural gas. -2 Methanol chain feedstock: It is supplied from the methanol produced in petrochemical complexes. -3 Feedstock required for ethylene chain: It is supplied from the ethylene output of petrochemical complexes. 4- Benzene chain feedstock: The benzene produced by benzene extraction plan from benzene pyrolysis produced in petrochemical complexes. 5. Urea chain feedstock: It is supplied from the urea and ammonia produced in petrochemical complexes. 5- What are the characteristics of the third-leap projects, how many projects are included in the third leap and what is their number and total production capacity? In order to increase the production capacity of the petrochemical industry and the continuation of the second leap projects, 35 projects in the form of third leap projects, with an investment volume of about $20 billion and a production capacity of about 28.5 million tons per year are planned. With the realization of the third leap plans and some strategic plans by 2025, the nominal capacity of this industry will increase to about 130 million tons and its revenue to about $35 billion (based on the prices of 2016) per year. A noteworthy point in the third leap plans is to increase the share of midstream and downstream products and create diversity in the product mix compared to the second leap plans.
In order to increase the production capacity of the petrochemical industry and the continuation of the second leap projects, 35 projects in the form of third leap projects, with an investment volume of about $20 billion and a production capacity of about 28.5 million tons per year are planned. With the realization of the third leap plans and some strategic plans by 2025, the nominal capacity of this industry will increase to about 130 million tons and its revenue to about $35 billion (based on the prices of 2016) per year. Sending the official written request of the applicant along with a brief description of the seminar topic and its objectives, the facilities provided by the applicant organizer and the expected facilities of the National Petrochemical Company, sending support documents related to the seminar topic (presentations, etc.) with the proposed intended audience (if there are foreign nationals among the organizers, speakers and the audience, a full description of the position should be sent along with a copy of their passport). After receiving the application and documents, the necessary coordination is done and the result is communicated to the applicant.
In addition to official correspondence with the seminar/meeting organizing unit and sending the required documents (copy of valid passport, etc.), and completing the relevant forms, the necessary coordination will be done by the said unit.
The official and written request of the applicant should be sent to the unit along with the records, complete introduction and brief description of the subject of cooperation. After receiving the application and documents, the necessary arrangements are made and the result is related to the applicant.
By sending a formal written request to the International Affairs or other managements of the National Petrochemical Company stating the purpose of the meeting, date and duration of their stay in Iran and introducing the managers and officials to be met and sending the completed attached form on the International Affairs website with the visitor’s passport image.
